AIM Control's shipment tally-men clerk and surveyor team acts to control for delivery & receipt of shipment for prevention shortage of goods, damage and risks to client’s interests.

AIM is assuring customers of cargo inventory services being provided by AIM tallying clerk for shipping and supervising cargo handling for ships and containers to prevent loss of quantity, weight and to prevent claims loss to ship owners, charterers, insurance company and others.

When a consignment is negotiated & agreed between the buyer and the seller, the delivery and receipt of the consignment from the loading port of shipment to the port of discharge (from the seller's location to the buyer's site) is required.AIM Control's shipment tally-men clerk and surveyors (cargo tallying & survey) aims to validate and certify the quantity (weight) of shipments at multiple locations and serve a variety of stakeholder purposes.

Protect Carrier Ship-owner’s interests

They need the shipment cargo tally-men clerk and supervisors of AIM Control to determine the quantity and volume of shipment actually received on board and into container at loading port of shipment. (Or unload / deliver the shipment from the Ships and des-stuffing of cargo out of Containers at the port of destination) for their purposes are to avoid complaining about a shortage of quantity / weight of the goods in the shipment (if the Buyer, Receiver claims on  the shortage in comparison with quantity of the order) and Carrier's interests are properly protected.

In maritime transport in particular, there are interests and responsibilities that are alternating between many parties such as ship-owners, charterers, charterers, shipping companies, cargo insurance. seller, shipper, buyer, receiver and forwarder & logistics. . is "Conflicting " or "General"

Example:

When a dispute arises of a quantity & weight shortage (or loss) of cargo due to non-hire of the AIM Control’s shipment tally-men clerk cargo,

  • Ship-owner, P & I, Cargo Underwriter, Cargo Insurance for Carriers, Charterers of with general interest, "General"

And the interests of the two mentioned above groups will be "Conflicting - Conflicting"

However, there silently exists "Conflicting" between the parties in each of the above groups obtain.

  • Loading tally used for counting goods to check the number of goods in sound delivered before shipping into container and vessel’s holds and to prevent shortage in quantity and weight.
  • Discharging tally used for counting goods to determine the number of goods at port of destination to be receipt of receiver and to classify the cargo in broken, in swept, in contaminated and in sound.

Protect Cargo Underwriter / P&I’s Insurance interests

When a dispute arises of a loss or a shortage of goods, Underwriter & P&I will be the ones who suffer the greatest consequence as a person who must compensate the deficient value of the goods to the complainant if they can not demonstrate the cause of cargo shortage / loss caused by others instead of Carrier. Therefore, Underwriter and P&I clubs need AIM Control to provide a shipment tally-men clerk and survey with weight certificate of shipment right at port of loading to at discharging port and into container (called Damage and / or Loss. Prevention).

In addition, Underwriter and P&I clubs also need to know the exact amount of "intact" cargo volume,  cargo collected from torn bags, sweeping of cargo hold’s bottom and the commercial decreased percentage to offset the buyer's cargo insurer - if the weight and quantity of goods are in excess of the allowable limits in the contract of carriage (and associated shipping law) as a percentage of the quantity of the shortfall on the total lot of shipment.

Protect Logistics/ Forwarder's  interests

Forwarder / Logistics is the representative of the buyer (or seller) to ship the shipment from the seller's factory to the buyer's warehouse (Buyer, Receiver) safely. As a result, they need the shipment tally-men clerk and surveyor to ensure their interests and their customers in case there is a shortage of goods. Sometimes they are also who to buy a shipping insurance for the shipment.

 

Protect Cargo insurer’s interests (Buyer’s-seller’s)

In trade and foreign trade, the liability of the cargo insurance in the Cargo Insurance Policy is to secure the value of the shipment for the benefit of the Buyer / Seller at the shortage of quantity / volume. quantity or loss of cargo occurs (in the agreed Cargo Insurance Policy).

Except for cases of exclusion (non-compensatory) due to shortage of insured goods and loss value less than the limit value for compensation claim.

The cargo insurance shall be compensated amount equal to the value of the lost / shortage (100% of the value or 110% of the CIF value specified in the Cargo Insurance Policy) to Buyer's (or Seller's).

They also need to know the exact amount of "Intact" cargo volume, torn volume and sweeping cargo and the percentage of commercial decreased to compensate for buyers or sellers (this is a compensation customary in shipping cargo insurance depending on each type of cargo.)

After compensating the shortage of quantity / volume, they will need a survey of cargo damaged service of the AIM Control’s  cargo surveyors to investigate and inspect the cause of the shortage & loss of cargo and the liability of the party causing the consequence. Based on AIM Control’s damage survey results, they will reclaim the "shorted and lost value of the goods to the buyer / seller" from Carrier or third party or bring the case to Court.

For these reasons, the cargo buyer-seller insurer will need the AIM Control's shipment tally-men clerk and surveyor for jobs.

Protect third party’s interests

There are many other parties that are not above mentioned names are called "third parties".

Example: Seaport, Harbour Authority

They asked AIM Control to provide the shipment tally-men clerk and surveyor to determine the quantity and volume of goods to be delivered and receipt between the Carrier and Port’s for several purposes:

• The representative of the import- exporting country to control the goods quantity of imports and exports and to collect charges for wharves and mooring buoys.

• The customs office will impose duties.

• Protecting seaport rights and responsibilities in case of a dispute on the goods.
