What is Pre-loading survey? 

Pre-loading survey is seaworthiness survey before vessel/ ship loading cargo for transporting at sea.

What is Loading supervision and survey? 

Loading survey and supervision are visual quality inspection, packing & marking inspections, random weight checks, and some specification of goods measurement as sizes, moisture, quantity tally of cargo loaded into ship’s holds upon delivery / receipt at port or harbor and anchoring.

What is shipping tallying services?

The shipping tallying and survey are counting/ calculating number of goods in the shipment in units, pieces during loading / discharging at ports and surveillance of cargo in sound condition.

The Pre-loading survey is consisted of steps:

General Information Identifying

 AIM Control (AIM Group®) surveyor will identify the Name of vessel, Port of survey/ country, date of survey, type of cargo, quantity, port of loading, port of destination.

Documentation Identifying

Our surveyor will collect Ship’s Particulars, last testing of hatch covers certification, class certification and document, previous cargoes 

Hatcher Covers Watertight Witness

 AIM Control (AIM Group®) surveyor will carry out a witness and visual checking the water hose test to identify the Hatcher covers is   watertight condition (without leaking of water). Also checking coamings, rubber gaskets, compression bars, drain channels, drain pipes/valves, securing devices/cleats.

Cargo Compartments Condition Inspection

 AIM Control (AIM Group®) surveyor will carry out a visual inspections of holds and bilges are in free of loose rust and paint scales, clean –free of excreta of rodents, free of smell, free of live or dead infestation, free of any sharp obstructions, free smell and free insects, and fittings in case of bagged cargo, bulk cargo.

 AIM Control (AIM Group®) surveyor will carry out Ballast tanks & Piping (inside of holds) checking to identify any traces of previous leakages and pressure test of all ballast tanks situated in way of the cargo holds identify any traces of previous leakages and pressure test of all ballast tanks situated in way of the cargo holds?

AIM surveyor will carry out identity operating condition of cranes, SWL of cargo gear

 AIM Control (AIM Group®) surveyor also carry out a hold ventilation systems checking to identify all of them are in operating condition. (condition of rubber gaskets, condition of securing devices/butterfly nuts, condition of mushroom cowls and test working order of forced ventilation.

Dunnage & Lashing Materials

Our surveyor also carry out a checking of dunnage and lashing materials, it is enough for using and to identify a inserting of dunnage materials between cargo and structure in holds. (cargo / Tank top plating, cargo / sides & bulkheads, on top of cargo).

Others Inspections

In general, did the vessel appear to be structurally sound and well maintained?

Are the vessel’s certificates / documents up to date and valid?

Are there any outstanding or overdue class recommendations which might affect the cargo- worthiness and load-readiness of the vessel for the intended cargo / voyage?

Are  the  hatch  covers  and  cover  lids  of  the  hold access openings fully weather tight and free of any important defects upon visual inspection?

Is the hold ventilating system in a good condition and good working order, can same be properly closed and will it be watertight?

Are the cargo compartments clean and dry, and in all respects suitable to load the intended cargo?

Are the hold bilges/wells clean, dry and apparently properly working?

Are the ballast tanks and piping in way of the cargo compartments apparently free of any leakage?

Does  the  cargo  gear  appear  to  be  in  a  well- maintained condition and good working order?

In general, did the vessel appear to be structurally sound and well maintained?

Did you notice anything that causes you to doubt the competence of the ship’s staff?

Did you notice other items, which might increase the risk of cargo damage?

If NO, do you think that the defects found can be properly rectified by the vessel with or without shore assistance, and how long might this take?

Relevant details in the contracts of carriage (charter parties)

  • Clause relating to damaged cargo, e.g. sometimes clauses state that damaged cargo should not be loaded or that specific clausing only is permitted on the bill of lading

Whether the cargo should be inspected on the quay / berthing yard just before loading or in the transit shed or elsewhere prior to the ship’s arrival ect.

The nature of the cargo and time factor will probably determine this. In many cases the owners, charterer or ship’s agent will not know where the cargo is stored in the port or when it is to be delivered. In this case AIM Control (AIM Group®)  surveyors should be instructed to survey all of cargo to be loaded as near to the time of shipment as possible.

Information to be given to Master before the signing of the Mate’s receipts and whether AIM Control’s surveyors should formulate  suitable clauses relating to any damage. Usually AIM Control (AIM Group®) surveyors should be instructed to be present  when the master signs the shipping documents. At the time of inspection, AIM Control (AIM Group®)  surveyors can assist with any language problems and any disputes with shippers, agents, or charterers in the clausing of mate’s receipts and / or bill of lading.

Inspection of ship’s hactcovers and ship’s ventilation system (the findings of this inspection should be reported in separate report or confident side letter. This is to avoid any adverse information being disclosed if the pre-loading report is used in the cargo dispute).

  • Monitoring the loading, stowage and securing.
  • Advising and reporting on handling damage caused be stevedores.
  • Advising on the tallying of the cargo and the issue of cargo document.

Usually, the only way to determine quantity of piece goods is tally of cargo while discharging or loading. We have staffs of tallymen and loading supervisors who perform professional Cargo Tally of all types of cargo. In the process of Cargo Tally we provide our client or his representative (chief officer of vessel, supercargo, ship agent) with daily reports, which contain quantitative data, weight, and brief qualitative description of the cargo. On completion of cargo operations we issue Final Tally Statement and Tally Report. The Master and Chief Officer basing on our final tally record to sign Master Ship and Bill of Lading.
